The image contains news about the Circular of November 15, 1842, issued by the Secretariat of the Interior and Foreign Relations of the Republic of New Granada. In this circular, addressed to the provincial governors, the Executive Branch clarifies that the secretaries of the municipal councils must assume the functions that were previously the responsibility of the manumission boards, health boards, and other entities. In addition, it is established that the manumission income must contribute to the secretary's salary with a percentage of 1.5% stipulated in article 18 of the decree of June 27, 1828. La imagen contiene una noticia acerca de la Circular del 15 de noviembre de 1842, emitida por la Secretaría del Interior y Relaciones Exteriores de la República de la Nueva Granada. En esta circular, dirigida a los gobernadores provinciales, el Poder Ejecutivo aclara que los secretarios de los concejos municipales deben asumir las funciones que anteriormente eran responsabilidad de las juntas de manumisión, de sanidad, y otras entidades. Además, se establece que las rentas de manumisión deben contribuir al salario del secretario con un porcentaje del 1.5% estipulado en el artículo 18 del decreto del 27 de junio de 1828.
