Apoyo en la consolidación de análisis y revisión de la ejecución del componente programático de los Planes de Ordenación y Manejo de Cuencas (POMCAS)

Abstract

Support with the consolidation of the analysis and review of the execution of the programmatic component of the POMCAS is a process in which the completeness of the existing information was identified and analyzed in accordance with the sources of information provided by the Corporación Autónoma Regional de Cundinamarca - CAR in the process of activities carried out as intern in the Dirección de Gestión Ambiental y Territorial - DGOAT. With the information sources provided, it was verified in the completeness status, the characteristics of the information, the evaluation of the sources and the nature of the information. The process was carried out through a qualitative and quantitative approach based on a case study with multiple units of information; attributed to the analysis of execution for the seven approved POMCAS corresponding to the basins of the Ubaté and Suárez rivers, Bogotá river, Negro river, Minero river, Macheta river, Blanco river and Gachetá river. As a result of the process, a detailed analysis of the incompleteness of the information was obtained, for which a cross-matrix analysis was performed using the Vester matrix method; to highlight the main causes of incompleteness. In addition, a general balance was made with the information available of the execution of the projects by the POMCA strategic line and a detailed analysis of the projects executed related to access to drinking water and basic sanitation; likewise, the graphic outputs was obtained through the ArcGIS software with the information of the execution of the projects by municipality and their corresponding analysis.
