This monograph presents a comprehensive assessment of the formalization of private property for rural women in the department of Boyacá, within the framework of the implementation of the multipurpose cadastre and the social property arrangement in Colombia. The study begins by recognizing the gender gaps that have historically affected women’s access to land, a situation that limits their economic autonomy, social participation, and legal security.
A mixed-methods approach was employed, based on documentary, regulatory, and statistical analysis of institutional databases, primarily from the National Land Agency (ANT). The analysis includes variables such as the number of properties formalized by gender, the distribution of land area, participation in joint titling processes, and differences across municipalities. Furthermore, these findings are contrasted with existing public policies to evaluate their effectiveness and territorial coverage.
The results reveal persistent inequalities in land availability for rural women, despite normative advances and institutional strategies. Socioeconomic, cultural, and administrative barriers hinder the effective implementation of gender equality in land access programs. Finally, recommendations are proposed to improve program targeting and to strengthen the use of the multipurpose cadastre as a tool for promoting territorial equity.
