Resumen
The formalization of rural property in Colombia faces multiple challenges, stemming from historical land tenure conditions and the restrictions imposed by environmental regulations. In this context, the historical land titles issued by the National Land Agency (ANT) are an important basis for advancing land tenure formalization processes, provided the legal, technical, and environmental viability of the properties involved is verified. This project, developed within the framework of an internship at the National Land Agency (ANT), aims to analyze historical land titles issued between 2023 and 2024 located in the department of Boyacá. The goal is to identify properties that are viable for formalization processes based on their overlap with restrictions and conditions designated by the Operational Planning Subdirectorate. The methodology implemented includes the use of GIS tools, particularly ArcGIS Pro, through the development of automated models (ModelBuilder) that allow for the systematic processing of spatial information. The first phase of the study focused on compiling and digitizing the non-mitigable risk maps provided by the municipal governments. Several inconsistencies were found related to the georeferencing, scales, and symbols used, which made the analysis somewhat difficult. However, this laid the groundwork for a detailed analysis, and the second phase will address the percentage of properties affected by different levels and types of risk. This work not only contributes to the advancement of property formalization processes but also proposes a replicable methodology.
