The national environmental education policy, formulated in July 2012, is mainly outlined as a process that reflects deeply on the environmental dynamics and its relationship with the educational field, reaching important contributions that were finally synthesized in a set of strategies and challenges. Among the latter, the strategy of strengthening the Intersectoral Technical Commissions for Environmental Education -CIDEA- has been configured as an institutional body where actions related to environmental education are mainly coordinated, to fundamentally overcome the efforts atomized in this area. Thus, in the capital district, the national environmental education policy found a correlate in the formulation and enactment of the district public policy on environmental education, which again emphasizes the strategic nature of the CIDEA. It is through Decree 675 of December 2011 that the District Public Policy on Environmental Education is adopted and regulated and other provisions are dictated, specifically in Chapter III that reorganizes the environmental education instances for the capital district-CIDEA District- In all cases, these instances need a constant evaluation of their goals and their ways of correcting aspects that arise as difficulties or potentializing others that are strengths. In this context it is important to discuss and identify what has been the evolution and development of this environmental instance and what have been the nodal elements that present difficulties or successes in the district CIDEA that allow to discriminate vulnerability scenarios.
