Conservación dinámica catastral para los predios con licencia de construcción desde 2010 en el municipio de Zipaquirá

Abstract

The cadastral update of the municipalities has been a fundamental part of the most important cities of Colombia, that is, it has had great acceptance on the part of the leaders of each municipality and represents a great interest on the part of the owners of the properties, for their contribution to the development of cities and the improvement of urban planning, the municipality of Zipaquirá has been oblivious to this situation for several years. However, the lack of a cadastral update has been evidenced by a low increase in taxes annually, since most of the owners of the properties are paying relatively low taxes, which do not correspond to the current year and much less to the respective one. score that determines the cadastral valuation of the property, which also generates the inability of the owners of these, to carry out legal procedures such as changes of owners, inheritances for usufruct, sale of properties, among others. This situation has led to each year finding a budget deficit from increasingly large taxes. One of the main causes of this situation is constituted by the lack of resources invested both by the Municipal Government of Zipaquirá, and the Geographical Institute Agustin Codazzi in the process, since it requires a high cost not only economic, but labor and temporary. What is intended in the development of this internship is to remedy this problem, investing in the cadastral area, and thus allowing mitigate the problems developed during the almost ten years in which there has been no cadastral update, based mainly on the properties with requests for construction license since 2010, in addition to the daily cadastral conservation, developing massive tasks, with the aim of covering all these, which are lacking in the cadastral system update and in turn in the property tax collection system that manages of secretary of finance.
