Evaluación de la coherencia política de los instrumentos de planificación territorial de seis municipios del departamento de la Guajira con respecto a los objetivos de desarrollo sostenible en el periodo de 2016-2017

In this study, the political coherence of the planning and development instruments was evaluated against the prioritized goals of the Sustainable Development Goals (SDOs) in the municipalities of Fonseca, Dibulla, Uribia, Albania, Manaure and Riohacha belonging to the department of Guajira for the period from 2016 to 2017, given the deficiencies during the execution of the planning instruments (Development plans, institutional action plan, regional environmental management plan) by the different governmental entities, it was evident that the proposed goals of the each of them depends on factors such as: budget deficiency, lack of qualified personnel to carry out projects and low interest on the part of the current governments present in the municipalities and the department. In order to analyze these instruments, a methodology proposed by the United Nations Development Program (UNDP) was used, which facilitates the estimation of the contributions made from the regional planning towards the fulfillment of the commitments acquired in Colombia framed in the new 2030 agenda for sustainable development signed in september 2015 that are reflected in 81 goals prioritized by the country of 169 global goals contained in the 17 Sustainable Development Goals. Bearing in mind the above, it is important to highlight that the planning instrument with the greatest correspondence to the prioritized goals is the Institutional Action Plan (PAI) that contemplates 34 of the 81 goals of the national study. In addition to this, according to the regional base line product of the study of the evaluated regions of the department of la Guajira, it was estimated that from the area of interest, 8 of the 17 SDGs are contributed to and 52 goals distributed in them.
