Caracterización teórica del Sistema de Administración del Territorio Colombiano y su evolución desde 2016 a primer semestre de 2022.

This research performs the characterization of the Colombian Land Administration System in the period of time from 2016 to 2022, in an exploratory manner, within the framework of a documentary review methodology, analyzing the approaches, which initially was limited to the land container approach and in a contemporary manner has a territorial approach, identifying the Institutional, Technological and Operational dimensions. In addition to outlining the outstanding challenges of the system due to the post-conflict context, where the most outstanding were the changes of government and the fulfillment of the multipurpose cadastre goals.
A discussion is established between the container approach to land and the integral approach to the territory, based on the fact that the territorial vision has a broader field of action for governance and efficient, accessible and reliable administration. In reference to the dimensions, the institutional dimension was formed in 1997 and was composed of the IGAC, the DNP, the Notary and Registry Office and the INCORA, which was transformed and has contemporaneously involved new institutions, In the technological dimension, the advances in the standardization of information and the adoption of international standards adapted to the model were presented under the ISO 19152 standard. On the other hand, in the operational dimension, the technical reduction is presented, i.e. the simplicity in the updating and data collection processes, the speed in processing a request focused on citizen service. When outlining the challenges, the most outstanding ones are to overcome changes of government, although in this period the Land Administration System has been under the administration of two governments, the system must transcend and not depend on political perspectives, on the other hand, to achieve the goals of multipurpose cadastre in terms of training and updating within the framework of cadastral management.
