Resumen
Climate change is currently a major global issue, as it is a problem that has negative impacts on various sectors of the economy, the environment and compromises the well-being and quality of life of human beings, in addition to threatening the availability of the water resource; Therefore, since the conferences and summits developed by the United Nations, clear goals and targets have been proposed to promote sustainable development that guarantees the survival of the human species. Strategies for adaptation and mitigation to climate change have also been designed at the national level, which are aimed at making the necessary adjustments in economic, social and ecological systems to respond to real climate stimuli and their effects; from the various public, environmental and risk management instruments. In the case of the capital, one of the entities that aims to promote sustainable development and provides solutions to various environmental problems through plans, projects and programs, is the District Secretariat of Environment, which works in coordination with other environmental authorities to enhance results. The action plans that are built by the District Secretary of Environment must take into account the different social actors within the geographical context that will be implemented, and for which an extensive group of collaborators and experts is required to visualize the various edges of a situation. The sub-directorate of environmental plans and policies of the District Secretariat of the Environment is responsible for the formulation and updating of environmental planning policies and instruments, and the area where the profile of the Environmental Administrator plays an important role, since it will address the problem of Climate Change in the District and the Region contributing its knowledge and proposing solutions through mixed research, in addition to contributing to the diagnosis of the state of water and developing the technical activities required for the formulation of the Public Policy of Climate Action Bogotá 2050 and update of the District Water Plan.
