Resumen
In Colombia, illegal wildlife trafficking ranks third among the most lucrative illegal industries and is considered one of the main causes of biodiversity loss. The Ministry of Environment and Sustainable Development -MinAmbiente-, proposed lines of action on illegal wildlife trafficking in the period 2012 to 2020 [ENPCTIES], to mitigate the problem. This study sought to characterize the actions taken by the environmental authorities within the four lines of action established by MinAmbiente regarding this problem between 2012 and 2020 in Bogota, Colombia. The environmental authorities included in the investigation were Secretaría Distrital de Ambiente -SDA-, Policía Nacional de Colombia -PNC-, MinAmbiente and Corporación Autónoma Regional de Cundinamarca -CAR-. As a result, 78,479 actions were carried out, represented mainly by the SDA in 67%, followed by PNC with 32%, the remaining 1% by MinAmbiente and CAR. Actions were carried out mainly in the first and second line of action The first and second lines of action, monitoring and control, together with the management and disposal of specimens, leaving the third and fourth lines of action, promotion of productive alternatives and participation of civil society, with few actions carried out. It is concluded that the environmental authorities have partially developed the ENPCTIES proposed by the Ministry of the Environment, which prevents them from attacking the problem in all its aspects. There is a need to implement environmental education actions in educational institutions to promote awareness of the problems addressed in this study.
