Resumen
One of the greatest difficulties faced by decision-makers in Public Policy is to find technical and objective criteria to minimize the risk and the effects of a bad decision.
In the investments of the General System of Royalties (SGR) these risks are increased by the lack of information and the availability of the same, by the interests of the interested parties, the normative changes and multiple needs of the evaluated communities, Which makes making decisions about SGR investments in many cases a rather complex process. The country has been advancing in the development of standards and capacities to guide the decision-making process against SGR resources; However, in this process there are still weaknesses specifically in the criteria and the ways in which decisions are made in which sectors to invest and which projects to prioritize.
The present research work focuses on proposing an organizational intelligence model oriented to the decision-making process for the projects that are leveraged with resources of the SGR in order to minimize the risks in that process and ensure that the same, correctly executed, allow Reducing social gaps, improving the quality of life and meeting the needs of the most vulnerable population.
