Resumen
Since the first societies, water has been and will be the most important element for life, since it retains characteristics and vital properties for human beings, as well as for the rest of the animals and living beings that accompany us on planet Earth. For a few years in Colombia, a large part of the sources that are sustained by water resources are cities, municipalities and/or departments, which, at the time of capturing, highlight the execution of treatments for its purification and equitable distribution to the population. , in order to guarantee each human being a minimum amount of good quality water sufficient for life and health; that is to say, that it allows to satisfy essential needs such as drinking, food preparation, hygiene and the production of subsistence crops, among others. However, not all cities, municipalities and departments have the conditions to carry out these processes, due to limitations in legal, economic or financial resources. Therefore, it is resorted to respond to this need, through the sale of water in block, which is distributed by the respective provider companies of drinking water services to other companies or third parties, who make the final payment. to its users according to the distribution and needs of the territory. Distribution by water treatment systems has been used for several years in Colombia. However, there are cases where cities, municipalities and/or departments do not have this type of facilities (treatment plants). "(Loaiza, 2018, pp. 1-2)" points out that "only 48.2% of the country's municipalities have a water treatment plant" in turn, the department with the highest number of plants is Cundinamarca with 137, followed by Antioquia with 90, this deficiency may be due to many reasons, among these can be found: Budget, facilities or land not suitable for its operation, among others. In the presence of this event, the question arises: How do cities, municipalities and/or departments that do not have a treatment plant capture and distribute water to their inhabitants? In response to this need, the concept of "agua en bloque”, in order to satisfy the lack of water treatment and potabilization plants in the face of distribution and consumption by all interested parts. Although this type of activity has been carried out between 15 and 20 years by the Bogotá Aqueduct and Sewerage Company, which meets the demand and is responsible for the sale of water in bulk to the municipalities surrounding Bogotá, such as: Funza, Mosquera, Madrid. However, it is important to highlight that, in order to carry out the sale and purchase process in this modality, a methodology must be followed, which allows parameters and guidelines to be established between the parties to establish an agreement of common benefit, respecting environmental regulations., basic sanitation, the properties of the liquid, the characteristics and needs of the land.
