Art. 1º habrá en la república tres establecimientos de reclusión, el primero en Guaduas para los reos de las provincias del primer distrito de reclusión, que son Antioquia, Bogotá, Casanare, Mariquita, Mompós, Neiva, Pamplona, Socorro, Tunja y Vélez; el segundo en Popayán para los reos de las provincias que forman el segundo distrito que son los de Buenaventura, Cauca, Chocó, Pasto y Popayán; el tercero en las Bocas del Toro para los reos de las provincias del tercer distrito, que son las de Cartagena, Panamá, Riohacha, Santa Marta y Veraguás.
