This qualitative research develops a descriptive characterization of the normative and legal requirements in Colombia for the creation of a Non-Profit Entity foundation and the pedagogical foundations necessary to carry out an artistic and community educational project of a social nature; In this sense, a pedagogical approach is assumed that advocates the artistic and cultural emancipation of the community, this from critical or radical pedagogy also known in Latin America as liberation pedagogy from the theoretical approaches of Paulo Freire and Peter McLaren. From the research in artistic education, the position of Maxine Green on the importance of experiences in aesthetic processes and the conception of the triangular approach of Ana Mae Barbosa in art education is assumed; An educational ethnographic study is carried out through open semi-structured interviews with some cultural references from the neighborhood community of Villa Maria II, such as the MACI foundation and various cultural managers who have actively participated in the socio-cultural development of the community. This descriptive characterization process shows some needs of the neighborhood community of Villa Maria II regarding its sociocultural development, for which an educational perspective is proposed as an alternative to contribute to the sociocultural development of the community: Sociocultural Intersubjectivity, as a comprehensive way of artistic and cultural relations within the community.
