Resumen
Taking into account the challenges posed by the implementation of Public Policies for Early Childhood in Bogotá DC, the District Policy and its intrinsic relationship with Public Policies that must guarantee and satisfy comprehensive care, rights and the differential approach of children and girls in the District and, in order to demonstrate the actions carried out regarding their rights, this study seeks to determine the way to characterize and analyze the Public Policies that integrate the concept of gender in the category for early childhood, in order to to understand the meaning given by reviewing different academic works, government plans and theoretical references. In this study, the importance of Public Policies within the educational framework and of a democratic system as part of the Colombian State is estimated, considering through a process of review and background discussion the Gender Policies focused on Early Childhood. Also, different theoretical references will be considered through the investigative seminar, reflecting on the rights of boys and girls within society as citizens, considering the role granted to Early Childhood within the Government Plans of the Capital District, analyzing the purposes, principles, actors and components that affect the implementation of Public Gender Policies. In addition, the diversity and intentions framed in the comprehensive protection of policies based on equity, social inclusion and gender, as basic principles of the exercise of rights and the co-responsibility of the same and thus guarantee the full exercise of Human Rights from the early childhood. Finally, this research aims to contribute, from the recognition of the advances and limitations, to the relevance of the Gender Perspective in Public Policies for Early Childhood through a critical reflection on inequality in Gender Roles and Gender-Based Violence (hereinafter GBV) that permeate social problems since childhood and that influence the realities of the boys and girls of Bogotá, oriented towards the transformative and cathartic meaning offered by continuous work in Public Policies for early childhood with a view to a rights, differential and gender approach in the City.
