The FSSRI national Fund is of a social nature, administered by the Ministry of Mines and Energy, which is in charge of granting subsidies to energy users who are in strata 1,2 and 3. It grants subsidies based on subsistence consumption (CU), which varies according to the height, to cities and municipalities that are higher than 1000m.snm the CU is 130Kwh, for cities less than 1000m.snm, the CU is 173Kwh, in such a way that for users of stratum 1 covers 60% of the CU, for those of stratum 2 50% of the CU and for those of strata 3 15% CU. The fund covers these subsidies for contributions from taxpayers and the General National Budget (PGN), but as the years go by the gap between the subsidized value and the contributions is so notorious that the PGN has more and more participation, this generates a deficit in the background. One of the proposals to improve this deficit is to refocus the Fund's subsidies, for this in this project we proceeded to take five cities, carry out a study of average annual consumption from 2010 to 2018 obtaining data from the SUI and the Ministry, after this these cities are divided by their height and are located in the two CU with which it works the fund, to later make projections and generate refocusing alternatives according to the analysis of data and results, through this it was possible to identify that effectively if a Refocusing is necessary both in the CU values and in re-evaluating a new height reference that is not 1000m.snm, in addition to this it was observed that the users of energy are higher than users of other public services.
