Resumen
The objective of this work is to characterize the digital divide in the Colombian territory by identifying the general criteria of digital transformation through the application of a model proposed by the authors, which is a new tool for measuring access to the information society in the area of tourism, where increasing importance is given to closing the digital divide. In addition, this tool helps to measure the total capacity of a country's inhabitants (specifically by region) to access and use information and communication technologies. At the same time, a series of contracts awarded in recent years by the State to close the digital divide in Colombia are analyzed in order to have more clarity about the deficit of each of the regions and institutions of Colombia with respect to the different criteria of the model proposed.
