Resumen
This document presents the analysis of the institutional management, specifically for the High Basin of the Chicamocha River, prioritized as the second most polluted cities of the country, after the Bogotá River. It should be noted that the study area is bounded to the three most representative towns that are located in the region of the main source of the High Basin of the Chicamocha River in the Department of Boyaca, Tunja, Duitama and Sogamoso, for the period 2010 to 2016. Within the present work were raised, such as core aspects to develop, a real and current problems, as a point of departure with possible objectives and articulated its analysis. It was determined and contextualized the study area, with aspects such as geographical, ecosystem approach, spatial, environmental, related to policies and legislation made for the decontamination of the high basin of the Chicamocha river, where a comparison was made between what has been agreed and what has been achieved by the actors. We analyzed the progress of the three municipalities, which have the highest pollutant load in the area of occurrence, as well as the aspects that converged in the obtaining of accomplishments and shortcomings in the process of decontamination. Finally, we propose a series of conclusions and recommendations on the issue found.
