Propuesta de actualización cartográfica con enfoque multipropósito, en municipios fuertemente afectados por el conflicto persistente y de alta intensidad, a través del uso de aeronaves tripuladas

Abstract

This implementation of the cadaster addresses different tasks that are mainly aimed at the process of formalization of rural property in the country, for which, according to the methodologies established by the governing bodies at the national level, the first base information can be collected from direct and indirect methods, those being the ones of interest in this document which are the ones of interest in this document, since through the use of manned aircraft, it is proposed to generate cartographic inputs throughout the national territory, specifically in municipalities affected by the armed and persistent conflict, which implies not only support at the level of cartographic updating, but also inputs that will support the municipalities in all aspects of planning, territorial prospective, support in risk management processes, among others (multipurpose approach). The study involved the application of different techniques and methodologies, such as the Logical Framework, to address six complementary work fronts, starting from the context, market analysis for project planning, followed by project engineering, the administrative study and concluding with the economic and financial study, taking as a specific case study the municipality of Tadó, Chocó, because it has been a municipality strongly affected by the armed conflict in the region. Through the technical, economic and financial evaluation of the project in accordance with a market study carried out, the results showed the feasibility of executing the project according to the base scenarios established based on the proposed assumptions, resulting in the best scenario with a Net Present Value - NPV of $ 1.327 COP with an Internal Rate of Return - IRR of 24,97%. This is a project that, in case of implementation, would not only provide the project sponsor with a good return on investment, but also contribute to the country's transition and recovery process for peace.
