Thinking about the waste that is produced in the city of Bogotá implies that it has had some changes over time and that it has played a fundamental role in consolidating an idea, materiality and institutionality of the city and citizenship. By the end of the century, there was a population growth that did not imply a corresponding urban growth, nor an adequate system of sewerage, aqueduct and urban solid waste management, however, thanks to the separation of materials and the consequent impulse of different urban works such as the Bogotá aqueduct by iron pipe and the underground sewage system, the hygienist theories of the time were internalized, managing to consolidate the beginnings of a hygienist regime in Bogotá since 1870. To demonstrate this, a historical methodology was used that was based on the use of primary and secondary sources. The present report of results allows to account for three fundamental aspects that occurred in the consolidation of said regime: the incorporation of the hygienist theory and the consequent gradual displacement of the miasmatic theory, the development of urban works mentioned above, and the specialization of the state function as well as the constitution of a specific citizenship in the city.
