Resumen
Taking into account the current status of the Geographic Information System for Special Regulatory Areas - SIGARE, a follow up via web, telephone and email was carried out by the service producing entities and their ascribed entities, from the sectors of Agriculture, Infrastructure , Indigenous Territories, Interior and Culture. And as a result, they obtained an inventory matrix of spatial objects that were useful for the niche of the project, documenting everything related to the object, the entity that produces, a general description of the object, organizational structure to which it belongs, name of the spatial object, its type of geometry, how information is found, its functionality and relevance in the project, type of download format and the source of the information or access link. The corresponding conclusions and analysis and diagnosis of the hallasgo were made. Maps were made of the 32 departments of Colombia with areas of interest, indigenous reserves, natural national parks, páramos, wetlands and black communities for a total of 192 maps. With the objective of empowering and effectively supporting Indigenous Peoples through an infrastructure of spatial data, so that they assume control of their territories in defense of their human and collective rights, reflecting the needs that consolidate and consolidating their own future, the IDEIN (Indigenous Spatial Data Infrastructure) is proposed in response to current needs. It starts with a documentary review, all the necessary data for the design of an IDE, which is known as the actors and their needs, and which is carried out in a diagnosis of the data and the situation in which the geographic and the fundamental and pertinent data for the indigenous territories are defined and are produced by district and national entities involved in the commitment. Ten basic and fundamental data are proposed. Once the actors and categories in the products or users have been identified, they will focus on the tasks with the purposes of the tools, the geographic products they will produce, the new user characteristics, and then the information found in what is the usefulness and relevance and what is not. Subsequently, and in order to guarantee the interoperability of the data, the geographic standards that must be taken in the IDEIN are proposed according to the type of information with the account of the indigenous territories. An IDEIN Geoportal, a catalog of geographic objects and metadata and web services is proposed. This is also the policy guidelines, a proposal for technological development in which free software is offered as the best option and a geoportal as an essential tool for the management and administration of indigenous territories. It is clarified therefore, I do not know what else.
