Resumen
Colombia is a country full of diversity and natural wealth thanks to its geographical location and different climates; A wide variety of ecosystems are protected here, from tropical jungles and desert areas to mountainous landscapes and Andean moors. Each of these scenarios make Colombia an exquisite source of natural resources and its population ensures the sustainable use and exploitation of them such as in food production, energy generation, agricultural practices, among others. However, not all of these resources are exploited in a sustainable manner, nor are the productive lands used in the best way, since our country has been framed by a series of conflicts of political, social and economic order for more than half a century related to land ownership in part to unconsciously exploit the great natural wealth it houses. (Minciencias, 2018). Informal land tenure is a problem that has generated multiple social, environmental and political consequences. The state has been in charge of looking for alternatives that will put an end to the constant problem that generates thousands of victims within the rural sector; The establishment of norms and agreements, the implementation of programs to compensate victims of the armed conflict, the allocation of vacant land to the peasantry and investment in agricultural activities are some of the many policies that seek to enforce the rights of the peasant and also provide opportunities. , legal and economic security, a sense of belonging and support within society. Sumapaz, a largely rural town, preserves a large part of the country's natural treasures: the Sumapaz moor and the biodiversity it protects; this territory has been constant focus of conflicts and disputes over land, causing problems of illegal appropriation, displacement, poverty, false tradition, the presence of armed groups within the territory, violence, mining, deforestation and illicit crops (Hernandez, 2021). The problem of land ownership within Sumapaz is a problem that has been present for more than a century, seeking control of it by armed groups and the defense of their territory by the peasantry; From there, the government seeks the implementation of projects and programs that provide security to the 5 inhabitants and guardians of the natural wealth that the town houses. The diagnosis of the joint project between the ANT, the UAECD and the Mayor's Office of Bogotá, entitled: "Rural Formalization in Sumapaz with PDET methodology" presented in this report aims to give us a first view of the investigation and physical-legal analysis of the properties located in the Río Blanco basin of the town of Sumapaz, in order to provide clarity on the type of tenure that occurs in the area and, if possible, carry out the process of formalizing a pilot sample, taking into account factors such as its location, its owners, the information provided by the entities involved and that collected in the field.
