Resumen
This graduation project seeks to generate a strategic environmental and sustainable proposal for the conservation of the Upper River Hacha (Florencia), based on bioethical principles underlying the prioritized strategies proposed in this work, with the aim that contribute to environmental sustainability, quality of life of the inhabitants, the economic and productive development of the area, governance by the authorities environmental and regional authorities, promoting a culture of care towards natural resources and water ethics, based on the Intergovernmental Programme of UNESCO on water resources and the Millennium Development Goals. This work will be developed in four phases, the first is the characterization of the ecosystem through a baseline, where field visits were conducted by primary sources collecting information and analyzing data and information from secondary sources, tools to facilitate analysis of the second phase, describing the most significant environmental impacts which affect environmental sustainability Basin, The third phase aims to analyze the actors related to environmental issues within this ecosystem and can participate in the implementation of the proposal and the fourth phase and prioritizes detailed environmental strategies with which the principles of quality of life, responsibility, relevance and existence that allow stakeholders to work for their survival and integrity of the environment which proposes bioethical approach and dependent benefits (Wilches, 2011). Finally, a scorecard for environmental management to measure the level of compliance with the indicators of environmental strategies originate with raised bioethical criteria in this graduation project is done.
