Resumen
With the passage of time and the exponential growth of large urban centers, the need for land use planning as a management tool for these population centers that meets the social, environmental, economic and cultural needs of these regions arises. For the Colombian bed, the first firm step was in the 1991 Constitution, in which, through Article 288, the organic law of land use planning is dictated, where the territorial entities have to act with the principles of coordination, concurrence and subsidiarity. Law 388 of 1997 materializes the organic law of territorial organization, which regulates the social and environmental function of property. Land use planning at its different scales (national, regional, local) is of utmost importance, although it is worth mentioning the limitations in its development due to other legal provisions, such as the limited resources and information collection of the regional autonomous corporations, the great lack of updating of the country's cadastre, and the low or non-existent interconnection and standardization of information among the different entities. Geographic information systems play an important role in the development of land use planning because they are multidisciplinary and allow the analysis of large geographic areas and, consequently, a large amount of data complemented with the base cartography of the area under study. Thanks to this spatial component, GIS allow us to identify the problem, specify objectives that go hand in hand with political and economic factors, generate and evaluate alternatives thanks to the overlapping of themes, and finally, control the plan, since it facilitates the multi-temporal comparison of what was originally proposed and what is happening after the plan has been implemented (Sendra & García, 2000). The role and management of local, regional and national governments is fundamental for the development and social welfare of their communities, generating a positive or negative impact at the end of their administrations depending on the quality of their decision making and the basis on which they base their decisions. Important hydrographic basins such as the Magdalena river, the Bogotá river, or social and economic dynamics developed with the capital city (Bogotá), generate that the region of Cundinamarca has certain particularities, which make it special for the development of its MOT, the government of Cundinamarca headed by its planning secretary intends to develop an indicative MOT which is based on three structural elements (biophysical base, functional elements and its rural urban sets), which serve as a basis for territorial planning at different scales. Bearing in mind the need to address in an interdisciplinary way the territorial planning of the regions, it is there where the responsibility and social, ethical and professional commitment of a Cadastral and Geodetic Engineer lies, since thanks to his knowledge of public policies aimed at land use planning and land management, in addition to the knowledge of different technical tools for the processing and management of geographic information, make him the professional with the ideal profile for intervention in the formulation and development of these territorial plans, and thus, contribute to the development at regional and national level of the Colombian society.
