The image contains news about the creation of an Institute of Fine Arts in Bogotá, according to Law 67 of September 11. This institute will consist of schools of drawing and engraving, architecture (called the "Arrubla School"), painting ("Vásquez School"), and music ("Guarin School"). Furthermore, the law establishes the continuity of the contracts with Messrs. Urdaneta, Cantini and Rodriguez.
To finance the operation of the Institute, the law assigns specific items in the Expenditure Budget for the period from 1852 to 1883.
