Resumen
The research aims to build a communication strategy in four districts, which are located in zones of higher flood risk in the locality of Tunjuelito. To achieve this, it is proposed to make use of communication and citizen participation tools as a basis for disaster prevention. The mixes of methods, which are mainly quantitative, were applied to identify the factors, which explain the perception of risk and describe the communication system used by the inhabitants in times of flood events. The study is based on risk theory under cultural approach and a model of communication for economic development and social change. Following its results the communication has not been configured as a system in the investigation area. The credibility of the media of communication and the importance they attach to flood news explain the perception of risk. It is therefore recommended to systematise communication in the case of Disaster Risk Management at different political levels and to pay attention to the academic contribution to this topic.
