Resumen
This document presents the methodology for conducting appraisals using the residual or development potential method, as well as the implications of the new POT regulation for Bogotá D.C., established in Decree 555 of 2021. The objective is to demonstrate how the changes in the Land Use Plan affect this procedure through a thorough analysis of the new regulations that enable the extraction of necessary variables and the understanding of the updated cartography. This allowed us to generate residual appraisals for three urban properties in Bogotá. It is crucial to establish the connection between Decree 555 of 2021 and its annexes for the proper extraction of variables needed to apply the residual method. This requires interpreting various maps that outline urban regulations, the common standards manual for urban treatments, among other documents. Together, this information is essential for deducing the required data.
To fully understand the procedural changes in the residual method, three case studies were conducted in the neighborhoods of Palermo, Villa María, and Lucero Sur. These studies highlight the normative differences based on the corresponding urban treatment, yielding results that align with the type of property and sector of each location.
