The document develops the economic diagnosis of property zoning for the project "CONSTRUCTION, REHABILITATION, OPERATION AND MAINTENANCE AND REVISION OF THE ROAD SYSTEM FOR THE CONNECTION OF THE DEPARTMENTS OF CESAR AND LA GUAJIRA" starting from the realization of the Geoeconomic Homogeneous Zones following the methodology used for the elaboration of the Geoeconomic Homogeneous Zones, by the IGAC for the Cadastral formation processes of urban and rural areas since 1985. This with the purpose of strengthening the professional and human performance of the students of the specialization, which open a field of important tools in the exercise of future appraisers Appraisers and professionals linked to cadastral activities. From the development of the project some technical inconsistencies in the methodology were detected. Well, although the cadastral processes and the economic diagnoses for infrastructure works seem to have the same purpose, determined in the structuring of an economic inventory, the processes arise from remarkably different requirements. In addition, the sources of information for the elaboration of Geoeconomic Homogeneous Zones as they correspond to massive processes and where small scales are determined, present limitations of precision, understanding that the intervention areas in the fiscal and economic diagnosis of the Cesar Guajira Road Infrastructure project, They are small; where the section with greater affectation has 21 properties to intervene. Finally, from the execution of the geoeconomic homogeneous zones with the cadastral methodology, certain problems were identified that the consultancies that advance the development of the property economic Diagnostics for infrastructure works have, so it is necessary that the competent authorities in charge of the National Agency of Infrastructure ANI and the Geographic Institute Agustín Codazzi, develop procedures that allow that the massive valuations to the properties that would intervene an infrastructure work are developed under a precise and flexible procedural framework.
