Liberal guerrillas of the Llanos Orientales arise in the country in the mid-twentieth century as a result of economic, political and social problems triggered by the bipartisan struggle between conservatives and liberals; the liberal guerrillas becoming an armed movement betrayed by their party and the main enemy of the state. Demanded better land distribution, political participation and a fairer and more equitable society in general. When the state is threatened and cannot find an armed solution to the conflict, Gustavo Rojas Pinilla, appears as the only capable to negotiate with the guerrillas and to terminate this process ofinsurrection. The way in which the surrender of weapons was negotiated, the reintegration into civilian life and the systematic murder of the most notorious representatives of the liberal guerrillas, represent the strongest betrayal by a government in what might be called the first attempt at peace in Colombia, and which would trigger a fight that continues until today and has its origins in this chapter of history. One objective of this study is to determine how the process of amnesty and pardon in the government of Rojas Pinilla and the lists of demands submitted by every liberal guerrillas before their surrender, served as a reference point for future peace talks in the country and if this process could be classified as suchor canonly be seen as a process of surrender and lay down the weapons.
