Sentidos y significados de la participación política de la población sorda en la construcción de paz

Resumen
This document analyzes, from two narratives of deaf people who use Colombian Sign Language –CSL–, the experience of political participation in peace matters of this population, in order to reveal both, victimizing facts experienced by the deaf population, as well as the guarantees and the demands for their free expression. For this, a qualitative research was implemented, with the communicative mediation of an interpreter in CSL to guarantee bidirectional communication between the enunciation subjects –one from the city of Bogotá and another from the city of Cucuta– and the researcher. As a theoretical reference, disability and its social model were taken, accompanied by an analysis from social justice and the capabilities approach, followed by an approximation to the deaf population, their identity and culture, besides political participation from culture politics was also analyzed. Among the results, it was identified that i. accessibility to communication and information is a fundamental pillar for the deaf population; ii. the non-guarantee of these rights affects their recognition of the reality in matters of armed conflict and peace, as well as their interest in participating in the measures of reparation and non-repetition. Finally, an analysis is presented from the reality of the deaf in rural areas, their linguistic codes and the necessary measures to implement to guarantee their inclusion in the current peacebuilding process.
