En ele ejercicio de sus facultades legales, y CONSIDERANDO: I Que por el estado de la atravesando, los obreros de los trabajos para mejorar la ciudad se encuentran en armas en defensa en las actuales instituciones II que por la misma situación las rentas municipales han disminuido considerablemente III Que el producido de la plaza esta destinado exclusivamente para dar cumplimiento á los Acuerdos números 17 y 23 de 1894 publicados en los números 652 y 657 del Registro Municipal, por los cuales el Municipio contrajo una deuda de $45,520 con el Banco de Colombia, deuda que debe pagarse religiosamente para evitar graves perjuicios al distrito.
