In the exercise of their legal faculties, and CONSIDERING: I That due to the state of the city, the workers of the works to improve the city are up in arms in defense of the current institutions II that due to the same situation, municipal revenues have decreased considerably III That the proceeds from the market are destined exclusively to comply with Agreements numbers 17 and 23 of 1894 published in numbers 652 and 657 of the Municipal Registry, for which the Municipality contracted a debt of $45,520 with the Bank of Colombia, debt that must be paid religiously to avoid serious damage to the district.
