Abstract

The management, preservation, administration, control and management of water resources in the country, has been insufficient to achieve a correct use and security of supply to the population, as a result much of the national territory has shortages and shortages, therefore it is necessary to take actions that contribute to improving the current conditions of quantity, quality, distribution and use of the RH; for this purpose, it is intended to raise the water resource as a matter of national security through a proposal of law that responds to this problem that puts the sovereignty and security of the Colombian State at risk, articulating environmental engineering with legislative action in the search of an argumentative and technical proposal that allows to elevate the hydric resource as a matter of national security.
