Evaluación económica actual de los avalúos catastrales y actualización del componente económico en el municipio de Floridablanca, Santander, en el marco del catastro multipropósito: contratado por la firma Urbana Valoración Económica y Catastro

Abstract

This work presents the cadastral update of the municipality of Floridablanca, Santander, carried out within the framework of the Municipal Development Plan 2024–2027 through a contract with URBANA Engineering & Survey S.A.S. The project incorporates mass valuation methodologies based on the identification of Physical Homogeneous Zones and Geo-economic Homogeneous Zones, following the guidelines of the LADM_COL model. Its main objective is to improve the accuracy and transparency of cadastral appraisals, optimize land management, and strengthen municipal finances. The update addresses the existing lag in cadastral information—last updated in 2014 for the urban area and in 2018 for the rural area—and aligns with national directives established by CONPES documents 3958 and 4066, which prioritize the implementation of the multipurpose cadastre as a tool for planning and sustainable development. Additionally, the process projects an increase in property tax revenues from COP 103,372 million in 2024 to COP 159,548 million in 2027, highlighting its economic impact. It is worth noting that URBANA has prior experience in mass economic valuation and cadastral update projects in various regions of Colombia, in partnership with the Universidad Distrital Francisco José de Caldas, which strengthens the technical and methodological reliability of the consultancy in Floridablanca. Finally, the involvement of students through internships contributes to their academic and professional development in fields such as property appraisal, territorial analysis, GIS management, and cadastral regulations, consolidating this project as an integral exercise in cadastral modernization and specialized talent training.
