Resumen
With the implementation of the multipurpose cadastre policy by the Government Nacional, headed by former President Iván Duque. that articulates and speeds up the processes associated with the measurement of the properties and their registration to provide transparency and security to real estate transactions and reduce the historical conflict over property ownership. the land, as the Axis of transformation for territorial development. It is important to remember that the cadastre is an inventory or database of the totality of properties and real estate of a territory, whether public or private, identifying the physical, legal and fiscal characteristics; The Multipurpose component is a “new” way of disposing and sharing information for different purposes, compared to the conventional cadastre that was used for the liquidation of some taxes and to have some statistical information, this transformation to multipurpose is the form of integration with other databases, it is a totally digital, interoperable cadastre, available to the public and entities, so that with this information they integrate it into their functions and can generate value. The objective is to generate valuable information for decision-making, provide security property owners, give transparency to the market value of the real estate, help, based on cadastral information, to generate a more effective POT and informed about uses, risks, protected areas, etc. With this new policy, all the rights, duties and restrictions of properties, such as environmental limitations, presence of ethnic communities, reservations indigenous peoples, threats and risks of the territory. With this information, it will be clearer what can and cannot be done on each property. The cadastre is the first step and the most expensive for the formalization of the property.
