Public transport in the city of Bogota has been a problem for citizenship since its inception, mainly because of the lack of organization, control and planning around the issue, causing transportation in Bogota was a poor, uncomfortable and in some parts of system the non-existent and thus creating a social problem difficult to solve and major city. Following this district I Transmilenio S.A., a company designed to serve as a watchdog and monitoring the public transport in the city at that time understood by Troncales Buses and later by the Zonal buses; now the county government decided to include vehicles of Public Transport Collective (TPC) and in the near future the Intermunicipal Public Transportation. These decisions to assign Transmilenio S.A. as watchdog were taken through a purely administrative act, in which the parameters of how the implementation of the provisional system in which it would include vehicles belonging to to direct the SITP inclusion would be made not issued.
