Resumen
The analysis of public policy on human rights in Bogotá, is vital in the context of transformation that the city has experienced in the last two decades. Between 2000 and 2020, Bogotá has witnessed a growing discourse with emphasis on the promotion and protection of human rights, framed in a normative and administrative evolution that has sought to strengthen the autonomy and management capacity of the city. This importance lies in the need to ensure that citizens' rights are not only recognized on a theoretical level, but are also effectively implemented in practice, thus improving the quality of life and access to social justice for the inhabitants of the capital. In theoretical analysis, it traces the elites that have been part of the construction of Public Policy, therefore a chapter is presented that addresses the academic constructions around the conceptualization of elites and their configuration in the Colombian scenario. The methodological approach adopted to address this issue in the analysis is based on a qualitative review based on the design of an analysis instrument of the main regulatory frameworks that guided the formulation of the public policy in Bogotá. Thus, it seeks to identify the conceptual referents that have guided human rights policies, the actors understanding how the State's institutional response to the social and political dynamics of the city is developed. Finally, in the analysis of the Corpus, the need to address the regimes of visibility and the disciplines of knowledge emerged as a basis for the findings of the baseline analysis of the Public Human Rights Policy in Bogotá.
