This document examines District Decree 492 of 2023, which regulates the Urban Zones for Better Air (ZUMA) in Bogotá, under an axiological analysis that evaluates the value systems associated with air. These ZUMAs seek to mitigate environmental pollution through intersectoral measures, which are focused on reducing the emission of pollutants and protecting public health. The research is based on a theoretical model based on the 12 value systems of Echeverría (2002), which allow the analysis of dimensions such as legal, technical, ecological, economic, social and moral, among others. The methodology employs a hermeneutical qualitative approach and uses tools such as ATLAS software. Ti to identify, categorize and analyze the air valuations expressed and implicit in the decree. The findings highlight the predominance of legal, economic, and political values in the text, with a lower representation of ecological, social, and moral values. The document also reveals tensions and limitations in environmental public policies, including criticism of their technical approach and the apparent dismissal of the complexity of environmental problems. It is concluded that, although the decree proposes ambitious regulation, implementation faces challenges related to consistency in its assessments and its practical impact on air quality.
