The evaluation of the program of rational and efficient use of energy in lighting in state entities is carried out based on the need to know if the entities mentioned in Colombia comply with current regulations for lighting. In order to carry out this evaluation, the regulations issued by the Ministry of Mines and Energy are taken into account. Although there are regulations, an evaluation has not yet been carried out to establish whether state entities comply with these regulations, in addition to which is the program for the rational and efficient use of energy. For this reason, the need arises to formulate an evaluation mechanism within which an evaluation tool is also developed that allows to know if the entities that are object of the mentioned norm comply with the pamper. In order to arrive at the final achievement of the evaluation tool and evaluation mechanism, it was necessary to carry out a detailed documentary review of the regulations issued by the Ministry of Mines and Energy, among others, for the area of illumination and rational use Efficiency, with the objective of defining the criteria that would be used for the evaluation of state entities in this regard. Subsequently, the formats were designed from a set of parameters defined in three established areas of evaluation, through which numerical results are obtained that finally allow, through the proposed evaluation mechanism, to carry out the evaluation of the program Rational and efficient use of energy in lighting (PREEI). The outcome of the "RE" evaluation as defined in the proposed evaluation mechanism may be: "Complies" or "Not Complies", depending on the score obtained by the assessed entity in applying the proposed evaluation mechanism.
