Resumen
Communication and Information Technologies (CIT), is a determinant tool in development of contemporary world, however technological changes and programmed obsolescence of devices like mobile phones and computers wakes up a great concern due to increasing and progressive amount of Waste of Electrical and Electronic Equipment (WEEE) produced in its end of life. Lack of laws, will and awareness of CIT consumers and absence of manufacturers in their duty of enforce Extended Producer Responsibility (EPR), cause that WEEE has different types of management, recovery and disposal among developed countries and developing countries, in some cases the recycling activities are eco-efficient and sustainable but in other cases the activities are harmful to human health and environment. Being Colombia a developing country, the recycling activities are undertaken for formal and informal sector with strengths and weakness that are analysis target under international framework of multilateral environmental agreements and case studies of many countries that belongs to European Union, Asia and Africa with their experiences about statement and enforcement of laws together with the activities and processes for WEEE management that provides diagnosis elements around of current state of its management in Colombia regarding to countries in reference.
