People in situation of psychosocial disability suffer a biochemical alteration that affects their way of thinking, his feelings, his humor, his ability to relate to others and their behavior. For this group, the reasonable accommodations are considered as a reactive approach to provide access to an individual. On the other hand, the Universal Design (UD) is to have a proactive approach, focused on considering the wide range of student characteristics, potentials, in order to encourage success for all of them. The objective of the goal of UDL (Universal Design Learning) is to create environments where everyone has the opportunity to become an expert student, and the means to achieve this, be technological or not, must be flexible. The diversity is necessary to see it as a source of enrichment and stimulus for innovation, which would be used as a valuable educational resource, where psychosocial relationships facilitate situations of cognitive conflict and dispute, reinforce the autonomy of the students and contribute to the maintenance of positive causal attributions. Accepting the plurality of both students and teachers, recognizing their skills and abilities, placing the student at the center where, also, must remain the learning. Prioritizing the learning process above the result of the learning itself, from a role more active and participatory of students in their own learning, establishing the importance of the teacher as mediator, and promoting new techniques based on meaningful learning that allow "to learn to learn". ICTs have potential only if its use implies rethinking the factors involved in the processes of teaching and learning in a particular school, the educational system in which it is installed and the community in which integrates. It is therefore necessary to understand the environment from which comes the person in disability condition, especially when ICTs are converted, also, in rehabilitation tool. Provide an environment to all students admitted to a higher education establishment, as the legislation requires, needs that academic programs accept, give the welcome and provide academic accommodations to students in condition of psychiatric disability, also accepted by the same institution. However, teachers have difficulty modify their teaching practices and their expectations of the students, hence the use of technologies is not producing the great pedagogical changes forecasted. Therefore, is without clarifying the relationship between the provided accommodations, psychiatric diagnoses, and academic results in higher education. Moodle is a platform created to promote teaching and learning processes, based on the philosophy of the teaching called social constructionist pedagogy. Where is produced utilities didactic, based on the DUA, focused on the communication, the examples and the presentation. Thus, renew an online course need to computerize reasonable accommodations to expand the possibilities of UD. To conclude, innovate with respect to the provision of information on web pages requires tactics from UD.
