Propuesta de medición para la inclusión laboral de personas con capacidades diversas en Colombia: una comparación con los Países Nórdicos

Currently, 16% of the world’s population has some form of disability. People with disabilities face a global challenge: achieving social and labor inclusion. This challenge is outlined in the United Nations Sustainable Development Goals (SDGs), aiming to promote such inclusion. The Nordic countries are a benchmark in labor inclusion due to their efforts, ranking among the most inclusive countries for people with disabilities. In Colombia, as of 2022, only 1.9% of people with disabilities of working age had formal employment, highlighting the need to compare Colombia with the Nordic countries to guide efforts toward better outcomes. Therefore, the main objective of this study was to propose a measurement framework for the labor inclusion of people with disabilities by comparing the current state of the country and its efforts in recent years with those of the Nordic countries. This was done through a literature review of the current context, various policies, foundations, tools, and indicators used by both. Ultimately, tools currently used by DANE, GALI, WGSS, and the ILO were brought together to create 22 questions focused on people with disabilities, aiming to further explore their work environment and, from there, their level of labor inclusion. Additionally, it is important to mention that although Colombia has good policies and makes significant efforts, there are still areas for improvement. Much can be learned from the Nordic countries, particularly regarding efforts aligned with achieving the SDGs.
