Disaster risk management is a process linked to the development of the territories, which according to Law 1523 of April 24, 2012 orients its efforts to “the formulation, execution, monitoring and evaluation of policies, strategies, plans, programs, regulations, instruments, measures and permanent actions for knowledge and risk reduction and for disaster management, with the explicit purpose of contributing to the safety, well-being, quality of life of people and sustainable development”. Based on the above, a web geographic viewer was developed to spatially represent the susceptibility of mass removal phenomena to which the municipality of Soatá is exposed as a strategy for generating knowledge and understanding of the environment and its intrinsic dangers by its inhabitants within the framework of the open data policy. This development was based on the SCRUM model proposed in a series of formulation, design, development and validation springs, which are focused on functional and non-functional requirements, implementing Open Source software (OSS) such as the Geoserver spatial data server. , a PostgreSQL database management system, Apache as web server and Heron Mapping Client as workspace. Within the functionalities of this tool is the navigation, visualization, consultation and download of geographic information in a consistent and agile way without the need to possess specialized knowledge in GIS tools.
