This research paper analyzes the factors that influence the underutilization of the Timiza (Kennedy) and Autopista Sur (Bosa) structural parks in Bogotá, in order to propose a sustainable strategy that maximizes their socioeconomic and environmental potential. Using a mixed methodology that combined quantitative analysis (surveys of 100 users) and qualitative analysis (direct observation and infrastructure analysis), five key dimensions were assessed: the state of the physical infrastructure, the range of activities and services, the sociodemographic profile of users, the economic impact on the environment, and the barriers and opportunities for development. The results reveal underutilization linked to the perception of insecurity, the deterioration of key infrastructure such as bathrooms and lighting, and a notable disconnect between the IDRD program offerings and community awareness of them. It was identified that while Timiza Park has a more robust infrastructure but lacks inclusion, Autopista Sur Park presents greater structural and accessibility weaknesses. Economically, both parks have a limited impact but show significant potential to boost local commerce and generate sustainable activities if properly managed. It is concluded that optimizing these spaces requires implementing participatory management strategies, improving institutional communication, diversifying the range of activities according to community demand, and prioritizing safety and inclusive infrastructure maintenance.
