Abstract

Due to the serious problems of the cadastral update in the country, the National Council of Economic and Social Policy (CONPES by its Spanish acronym) publishes the multipurpose cadaster document, which is the integration within the territory's restructuring policies, where the government along with different entities, gives a new vision and a way of taking property information in the country. (CONPES 3859, 2016) In this new phase of cadaster in Colombia, property update will be carried out by private companies that must bit for in the different contracts granted by each municipality; IGAC will be the comptroller for the entire project. Taking advantage of the new opportunities that cartography market will offer in Colombia it’s created COLTOP INGENIERÍA SAS, a company whose main objective is to provide efficient and comprehensive services in the area of topography, photogrammetry and cartography for public and private sectors. To carry out the aforementioned, an analysis of the required investment and market research will be carried out taking into account the current situation of the topography and cadaster sector, and thus determine the opportunity cost of the project.
