Evaluación del plan del distrito de manejo integrado (DMI), en el municipio de La Palma - Cundinamarca y propuesta de mejoramiento

The Integrated Management District Birth of Quebradas: Los Tiestos, La Chorrera and Hoya Fría, are part of one of the protected areas of the country, specifically, the department of Cundinamarca. In addition of having this category for its protection and conservation, it has its respective adopted environmental management plan, which regulates the zoning from where the use regimes emerge, thus establishing, the activities that may or may not be carried out in certain areas of the area. The main objective of this document is to evaluate the effectiveness of the formulation and implementation of the DMI management plan, as a planning tool for this particular case, in order to present a proposal for improvement and a methodological guide to apply in similar cases. The methodology used was developed under 3 stages: Preliminary Activities, which refers to the identification and characterization of the study area (review of the diagnosis and terms of reference for the elaboration of management plans); Development and Analysis - WFP evaluation, where the fieldwork for primary information collection was carried out and the comparison between the diagnosis formulated and the proposed strategic component; Finally, the results, proposals of methodology and improvement, and recommendations. The results obtained suggest that, although the diagnosis developed for the DMI area is well formulated in general terms, no prioritization and / or hierarchical activities were done to determine the main problems and potentialities of the protected area; based on this, and the perception analyzed in the field visit, taking into account the country's natural resources regulations, two proposals were elaborated: First, an option to improve the strategic component of the management plan from the programs and projects to be made and, secondly, a step-by-step methodological route for the formulation and implementation of management plans in protected areas.
