Resumen
During the discussion of the current global climate situation, an index was developed to evaluate the resilience of residential buildings in Colombia in the face of global warming, using open data cadastral information from the Agustin Codazzi Geographic Institute (IGAC) and information from the Third National Communication on Climate Change in Colombia. The index seeks to identify the least resilient houses to high temperatures and generate information to guide decisions to improve their capacity to adapt, resist and recover from the effects of global warming. The model generated for the construction of the index integrates three components: threat, based on projections of future extreme temperatures and using a range of indoor thermal comfort; sensitivity, built from cadastral information such as building typology and built area for the national index, adding to this characteristics of the environment, such as the percentage of trees, orientation, road material, altitude and access to public services for the case study; and adaptive capacity, associated with municipal climate management strategies, an input provided in the TCNCC that brings together in the six types of actions for adaptation. Implemented in ArcGIS Pro, the index categorizes and normalizes the variables in a continuous range from 0 to 1, and the result that is also categorized and is given in a continuous range between -1 and 1 indicates the resilience at the building level. To facilitate its visualization, averages weretaken to show the spatial distribution of resilience in the national territory, so that a case study could be selected for further analysis. The degree work concludes by highlighting both the relevance of the innovative index proposal generated and the multipurpose use of cadastral information, thus emphasizing the need to promote cadastral processes so that this information can be a basis for decision making and the generation of public policies in accordance with the territorial reality.
