Resumen
This document presents the results of an academic internship conducted at the Bogotá Comptroller’s Office in 2025, aimed at supporting the fiscal oversight of cadastral processes carried out by the Special Administrative Unit of District Cadastre (U.A.E.C.D.). The internship focused on ensuring the proper management of public resources and the accuracy of cadastral information, which serves as the basis for territorial planning and the taxation of real estate in Bogotá. The work involved contractual review, assessment of technical cadastral procedures, and analysis of integrated cadastral databases. The findings revealed significant weaknesses, including limited system interoperability, inaccurate property valuation, lack of quality control mechanisms, and insufficient risk management—especially concerning failures in technological infrastructure and cartographic errors affecting land classification. These issues resulted in administrative findings, potential disciplinary or criminal implications, and substantial financial losses for the District. The internship contributed to the formulation of improvement strategies and highlighted the relevance of cadastral engineering in fiscal oversight. The study concludes that strengthening internal processes, improving information quality, and enhancing technical planning in U.A.E.C.D. are essential to reinforce transparency, efficiency, and tax equity in Bogotá.
