Law 388 of 1997 defines that the municipalities must implement a monitoring and evaluation system for the execution of the zoning plans, which must be put into operation from the moment the municipal administration adopts the POT (Giraldo, 2010). . However, the vast majority of municipalities and districts have not done so (Camelo et al., 2015). In the particular case of the municipality of Tenjo, the last review of the Management Plan was carried out in 2014 and the follow-up process has not yet been advanced. In this way, the municipality currently does not recognize if there is a lack of content or if these are not contributing to the vision and needs of the municipality, nor does it know the effectiveness or failure of the objectives and strategies proposed for the ordering of its territory. In addition, it should be noted that the current administration proposes in the multi-year investment plan of the Territorial Development Plan 2020 - 2023 "Tenjo belongs to everyone" to implement the instrument called Municipal File. The foregoing makes it possible to show that the municipality of Tenjo needs to begin the process of monitoring the Land Use Plan, which is directly related to the assembly of the municipal file. Thus, I do intend to support this process, based on the methodological guide for the formation and implementation of the municipal file prepared by the Ministry of Housing and Territorial Development. For this, it began with the identification of the available information associated with the plan, later, the matrix "conceptual map of the POT" was filled out, determining if all the contents indicated by Law 388 of 1997 and Decree 1077 of 2015 were developed, providing thus, the bases to carry out an analysis of sufficiency on its content, components and technical information, to then describe the significant aspects of the Land Use Plan and the methodology used and finally the conclusions that represent a support for the decisions corrective measures that the municipal administration must take and that are important in the review of the POT.
