Libre competencia y reciclaje en Bogotá: informalidad y explotación en el servicio público de aprovechamiento de residuos sólidos

Resumen
The present investigation is an analysis of the public utilization of solid waste from the city of Bogotá, Colombia. The study analyzes the operation of recyclers organizations in the process of formalization under the scheme of free competition, after 14 years of policies of inclusion of this union to the cleaning service. Geographical information tools, surveys, regulatory review, interviews and databases of service provision are used to historically understand the public policy of waste management since 1992, and the operational, economic and administrative functioning of the recycling activity since the implementation of the National Decree 596 of 2016. An approximation is made to the calculation of the utilization rate, the financial sufficiency of the organizations and their relationship with the social and labor conditions of the recyclers. To do this, a case study of the Environmental Entity Association of Recyclers EMRS ESP is carried out.
